Dr. Carladenise Armbrister Edwards most recently served as the Founding President & CEO of Cal eConnect Inc., the state governance entity for electronic health information exchange funded through a $38 million stimulus grant awarded to Cal eConnect by California’s Health and Human Services Agency as part of the federal HITECH initiative. She is currently providing health care, management, and business development services through her consulting firm, The BAE Company.  Prior to relocating to California, she served as the Interim Commissioner for the Georgia Department of Community Health (DCH), Georgia’s lead health care agency. Dr. Edwards had the privilege of serving as the Department’s Interim Commissioner, Chief of Staff and State Health Information Technology Coordinator over the course of her three years with DCH.  Dr. Edwards has significant experience in the public and private health care arenas, including serving as the founding Executive Director for Florida’s Health Information Infrastructure Advisory Board; Vice President of Operations for Williams, Stern, and Associates; a Presidential Management Intern for the Center for Mental Health Services in the Substance Abuse and Mental Health Services Administration and the Disabled and Elderly Health Programs Group of the Center for Medicaid and State Operations at the U.S. Department of Health and Human Services; an administrator at Florida’s Agency for Health Care Administration; Assistant Dean in the College of Arts and Sciences at the University of Pennsylvania; and a senior analyst for several health care consulting firms.  Dr. Edwards holds a Bachelor of Arts degree in sociology and Masters of Science degree in Education with a concentration in psychological services from the University of Pennsylvania. She also has a doctorate in medical sociology from the University of Florida.
